Matters Arising Therefrom  
New playpark equipment ordered from StreetScape, site meeting to be arranged to confirm which equipment needs to be removed prior to installation.  
Huge thanks were given to Cllr Winter, who has acquired £5,000 donation from Pensana, £5,000 donation from the Yorkshire Energy Park, £500 from Saltend Chemicals Park, and tonight informed us there is a £1,000 donation from Triton Power — all towards the new play equipment!!! Cllr Winter will inform us of a date for a site meeting with the donors and PPC councillors. (clerk to send Cllr Winter bank details) Our grateful thanks to all concerned.  
Harbour Solar Farm- Cllr Shaw shared information, it will be visible, no trees or hedges can be planted as it has to be left as an open space.
T junction road resurfaced and marker posts in situ, nothing done as yet with the Give Way signs.  
            
Continuing Matters :    
The Crown-ERYC planning committee made a site visit to the Crown, it will be back at the planning meeting on 5th September. It would benefit Paull greatly if it is approved.
ABP- Massive concerns were shared that there has been no direct correspondence from ABP or Montagu Evans.  Cllr Winter had shared with the clerk that there had been a request by Montagu Evans to ERYC for flexibility to put the first meeting back to end of September- it should have taken place by 1st August. Councillors were disgusted that ABP are not adhering to the agreement of the planning consent—there is now post and rail fencing all round the field opposite Newton Garth, apparently this is mitigation land—which has never been discussed—PPC would have preferred the mitigation land be in the first field as you leave the village thereby not having buildings encroaching on the village. There is digging by machinery in a further field —who has been consulted for any of this??? Are they in breach??? Will there be repercussions for ABP for ‘just going ahead’??? It was discussed that those decision makers at ABP and their agents could take some good advice from the Yorkshire Energy Park, who keep us informed and updated every step of the way-and they are not building in our parish. Councillor Winter will make contact with ABP/ their agents to ask them for a choice of dates for the first meeting of the Liaison Group, clerk will arrange through Cllr Lowde for the meeting to be held downstairs in the Village Hall. Cllr Steel will contact Stephen Hunt ERYC planning. Cllr Shaw PPC representative, Cllr Allen to deputise.
Fort Paull planning application-no updates (Cllr Shaw will speak on behalf of PPC to refuse if it is called in to Eastern planning with a ‘to approve’ from the case manager)
HCC land – Contract and Land Registry Transfer of whole of registered title documents received. A vote took place to authorise the Chairman Cllr Graham John Shaw to sign the contract and the Land Registry documents, Cllr Hulme proposed, seconded by Cllr Woodmansey, vote unanimous. It was proposed by Cllr Woodmansey that the clerk Lynda Kelly countersigned the Land Registry documents, seconded by Cllr Hulme, vote unanimous. All documents signed in the meeting.
Yorkshire Energy Park-Cllr Shaw shared information update of upcoming works.
Pensana- have very kindly donated £5,000 to the playpark, temporary 40mph speed limit signs erected recently.
Sanctuary Bank-Cllr Steel continuing to try to make contact with EA to arrange a site meeting, she is awaiting their response.
Paul the milkman- Cllr Shaw has arranged to hand over the painting to Paul to mark his retirement and his superb service to the village over many years. There will be a buffet in The Humber Tavern, 7pm Tuesday, 6th September 2022, please let as many now so they can attend. Cllr Hulme proposed, Cllr Allen seconded, unanimous- that PPC will fund the buffet

Town and Parish Council events-Withernsea-states Thursday 19 October—Cllr Hulme will contact ERYC -is it Wednesday 19th or Thursday 20th??

Kier no longer taking applications for work in kind, thank you to Cllr Winter for exploring.
Humber Low Carbon Pipeline project (National Grid)-consultation Autumn, Cllr Shaw explained the system of usage-will there be a second pipeline under the Humber to Paull?
SAA opt out external auditor-Clerk previously discussed with Cllr Lowde, who felt it was not relevant to PPC.
Time for change poster-suggested one goes to the Village Hall for their display too.
JSNA (Health and Wellbeing) questionnaire- Cllr Shaw shared and asked that all councillors complete electronically.
BHIB insurance- clerk to contact to update re land.

g. School info: Cllr Hulme raised concerns that the walls on the site adjacent to the school have not been demolished during the school holidays. It was discussed that the site now appears more dangerous as the roof is off leaving the high walls exposed. The site is open and not secure, and there is a digger stored. There were worries as the children return to school on 6 September. Cllr Winter will contact the ERYC enforcement officer involved-could they possibly visit to ensure safety?
h. Sports field: nothing to report        
i. Community Recreation area:  Streetscape -equipment ordered as above       
j. Road Safety / Highways: the horrendous conditions on the Paull to Thorngumbald road have been reported to ERYC, the road is marked up ready to be repaired. The pavements in Paull have been measured up and deemed to in need of repair. Cllr Hulme will report to ERYC a sign that is missing, and the post rotted        
k. Emergency: can a spare pack of pads be stored within the defibrillator casing? 2 new packs of pads are available from the clerk      
l. Transport: nothing to report

Any Questions: ST voiced concerns of the ‘lack of Holderness Health’ since the merger. He shared his recent experience and difficulties in contacting the surgery/ getting an appointment/ being assessed by other than a GP etc. Cllrs Steel and Winter informed that there had recently been an open day at the surgery—the only attendees had been the 3 ward councillors. We raised the we had not had any information whatsoever, and queried where it had been advertised? Was it put on FaceBook and nowhere else??? Cllr Steel will raise the lack of advertising with CEO, and advise that the clerk will be in touch to invite HH to a meeting for ward members, ST and parish councillors in Paull Village hall.  

ST raised the concerns of the price rises of gas and electricity in the winter months, and that there will be people who really struggle. He asked if there would be a system put in place to ensure the safety and wellbeing of parishioners. Could the village hall be a sanctuary hub as it has a specialist heating system? Could volunteers make tea and coffee? Cllr Shaw suggested that PPC liaise with the Village Hall committee—clerk to contact Cllr Lowde.  
Clerk given the go ahead to arrange Remembrance Day, Mrs Coggs will cater for 30 confirmed with Cllr Carlill
