Matters Arising from the Whole council Training:  
Information and Slides emailed out previously, information shared- any other business is removed from the agenda—anyone, including members of the public, wanting items to be included on the agenda must email to the clerk a week prior to the parish meeting.
Cllr Lowde asked that AOB might be discussed in October’s meeting. Code of Conduct-Paull Parish Council previously adopted
ERYCFinancial Regulations draft document and Standing Orders draft document-Cllrs Shaw and Lowde to look at changes, email out to councillors-also emergency funding for the clerk-how much?
All to be discussed and adopted at October meeting  
            
 Continuing Matters :  
Sanctuary Bank-further meeting to be arranged between EA, DH, and a group of councillors, to confirm the definite sitings (with no cost to the parish council) the benches are stored in the shipyard, Cllr Annison can move them, working group to assist DH in the assembling—will there be an unveiling ceremony?
King Charles coastal path-Cllr Hulme has contacted the author for clarification of the document, who confirmed the countrywide rollout
D-Day 6th June 2024-the beacon will be lit-by whom to be looked at in March meeting
Emergency Plan-Cllr Shaw-defer to October meeting
Remembrance Sunday-12th November-clerk to arrange as last year, all agreed.
Cllr Beadle will check the flagpole (needs painting?) and trees at the cenotaph.
Logging PPC assets regularly- information to clerk of woods (Cllr Leach), need to include bus shelters.  the playpark- information sheet from StreetScape-risk assessment? Cllrs Shaw and Hulme-add to October agenda
Lane and woods-Community payback have done a wonderful job litter picking and clipping the ivy off the trees in the wood, also filling in the potholes on the lane, which is a constant battle as the rain washes much away-they will return regularly if we can provide the scrapings (a whacker plate would be a great help) Cllr Hulme raised the question of the estimate that was agreed in July to repair the lane. Cllr Annison will liaise and advise if this includes rolling and skelpings.
CCTV carpark-2 now sited at the end of the lane near the carpark, all agreed to the cost of signage (approx £12) if the police agree. Can we source another camera and signage for the playpark (subject to approval by the police)
Planning application Fort Paull-no updates-continue to monitor closely
Street Light for High Paull Lane—a site meeting 17th August with ERYC, Cllrs Woodmansey and Hulme, and clerk—costs will be expensive as it would need to be Northern Power connecting to the nearest existing supply-awaiting quote. Could this be incorporated in a funding bid for developing the brilliant amenity of the sports field-say a new pavilion??

New Bins-huge thanks sent to KH for sorting out the repair and new bin.
Fence at the playpark-wood preserver-thanks to LB, please in the future could information be shared prior to commencement to save any complications
Ottringham Parish Council invitation to Civic Service 8th October-clerk to thank, no one available
Complaint regarding lorries parking on the public highway at Integra—advice is that if it is deemed a danger it is called in at the time to the police
Holderness Health Forum-Monday, 25th September 2023, 4.30pm, click on the link in the email to join (next date Monday, 11 December 2023)
YEP meeting, Paull Village Hall-all councillors invited-Cllr Lowde will confirm the date (Thurs 28th Sept??) -need to confirm individual attendances

Business Stream correspondence re allotments estimated bills, Cllr Beadle will provide photo of reading to send in
MS3 Networks-be vigilant of any signs appearing notifying of their intentions, they do not need planning permission to put up their telegraph poles-which is a cheaper option than going underground, heated protest in Hedon, 3 ward councillors are involved. MS3 put the infrastructure in, but do not provide the service.
Dog Fouling in the cemetery, problematic everywhere,
any pre booking of graves is not permitted

23/02216/CME construction and operation of hydrogen facility with carbon capture referred to as H2H Saltend, land west of building M240, Saltend Lane, Saltend, response by 5th October 2023 -no observations or objections    
b. ABP: damage to the navigation lighthouses reported-engineers visited 7th July- clerk to email for update
c. AbleUK/Siemens: AbleUK-extension to DCO as above, also planning application as below       
d. Police / Neighbourhood Watch: information and figures previously emailed out, next village meeting, outside the village hall, Wednesday, 13th September 2023, 10am -11am, they are constantly monitoring areas of concern in and around the village         
e. Lighting: query for street light down High Paull Lane, as above, is there an argument again for one near Beech Rise?         
f. Allotments: water bill as above         
g. School info: Forest Trust working in the school, land behind the school ongoing-has this been sorted(-Cllr Steel)?? greenhouse in situ-will the children write to the King? query as to whether PPC could look at funding some advertising to attract more children into the school-especially as they have a breakfast and after school club, £150 was proposed, seconded, and agreed by all, clerk has contacted Holderness Heartbeat and Liaised with school-school will contact Holderness Heartbeat and KF to place the adverts—HH will happily draft (not yet sorted in HH??) KF has done his advert (cost below)
h. Sports field: grass cutting -more teething problems, also could they do the edges near the path?        
i. Community Recreation area: 2 flat swings in situ, look really lovely and are being well used. More petty vandalism, advice received from the local police re cctv and signage       
j. Road Safety / Highways: as above        
k. Emergency: 2 new packs of defib pads to Cllr Lowde – stored in the defib box      
l. Transport: conference as above
