Before the meeting was formerly opened there was a presentation from the applicants of the Crown Inn planning application-David Beard, the architect and the owner. The plans were shown and discussed at length. See comments to be submitted below

·         Remembrance Day-Sunday 14th November 2021 at 3pm. Rev Sue Pulko will lead, bugler-TN (kindly sorted by SV) wreaths delivered, refreshments afterwards (by Mrs Coggs) in the Village Hall (booked by JL) order of service?

 

 

 

 

 

 

 

 

 

5.    Continuing Matters :

 

·    ABP- still no communication with PPC, Cllr Steel has written to ABP and received a written response, and is liaising with PADEL, Clerk to continue to liaise with our neighbouring clerks 

·  YEP-all very positive feedback from various meetings

·  Bus shelter repair Humber Tavern- DH, Cllr Hulme has offered assistance

·  Cemetery and Garden of Remembrance—discussion around PPC costs, all agreed to leave as they are, and look at again in 12 months

·  Terrae Novo- follow up email of PPC queries shared,

d.  ERYC- revised Code of Conduct—Councillors discussed and voted– all agreed to accept and adopt—clerk to inform ERYC

e.  Low Carbon Pipeline consultation—is there room in the existing tunnel/pipelines? Councillors can access the information on the website

f.   Gas Transmission Stakeholder newsletter-shared

g.  Newbald Parish Council email re relationship with ERYC-shared

a.    Yorkshire Water: nothing to report

b.    PX: email received to arrange presentation for update—offer 6pm on Thursday, 4 November 2021 6pm to 7.30pm

g. Environment Agency : Cllr Steel is experiencing great difficulties  in exploring the access etc to the Sanctuary with the EA. Cllr Hulme will pass the original plans to Cllr Steel. It was stated that PPC agreed with the EA to certain conditions, these have been completely disregarded.

8.    Committees

a. Development & Conservation: Fort Paull—PPC concerns and refusal submitted—request for it to be called in submitted to ERYC (DW)  

 

The Crown-PPC happy to support, but would like to see the Crown returned to the old 3 window frontage, and made into 3x 2 bedroom cottages— which could create affordable housing to enable young people to stay local. Stumbling block is the EA, who are directing no living accommodation on the ground floor as possible flood risk—even though there is now in place the magnificent new sea defences, and the Crown has never been flooded in the living memory of the parish councillors. No call for office/shop units, (possible traffic problems depending on what business ie takeaway) PPC would like to see the boundary wall (which is staying in situ) refurbished or rebuilt.

Informed that there will be varied employment/ apprentice opportunities for locals.

c.  Able UK/Siemens: nothing to report

d. Police / Neighbourhood Watch: Local police team are monitoring the area for any suspicious activities, any information to 101, or 999 in emergency.  Noted that the marked police cars are regularly in the area. Clerk to inform that the ‘racers’ fly through the village between 9pm and 11pm, prime time 10pm—towards Thorngumbald, or to the carpark—clerk to update the police

e. Lighting: nothing to report

f. Allotments: nothing to report

g. School info: letter shared re vacancy for a co-opted governor   

h. Sports field: nothing to report

i. Community Recreation area: ROSPA report shared

j. Road Safety / Highways: information to the local police as above, ERYC aware and monitoring dead tree opposite Low Paull Farm, Cllr Hodgson will contact ERYC re overhanging hedgerow near to South Pasture Stables

k. Emergency: Emergency Plan updated by Cllr Shaw – copy to go to ERYC

l. Transport: KF had provided transport information-shared
