Minutes of the meeting held on Thursday, 7th September 2023 Proposed: Cllr Beadle; Seconded: Cllr Woodmansey; Vote: agreed
Matters Arising : PC Crosse gave advice and information to councillor’s queries, and suggested that we request speed strips from either Safer Roads Humber or ERYC (-clerk has emailed ERYC 6/10/23) PCC (police and crime commissioner) has sent out information of money available (emailed to all councillors) PC Crosse will look at sending a poster with dates and times of police surgeries, ABP Navigation lights, correspondence shared: clerk to write to ask if the lighthouses could be restored as they are listed, (not left to rot away and be replaced by 2 lights) and to express concerns re anyone falling onto the palisade fence (email sent 7/10/23) Overgrown hedge /trees on roadside opposite the Old Vicarage-correspondence shared from Streetscene-clerk to ask if they would meet with councillors to discuss, will it die back in the winter, do we need to ask the landowner to cut it back, blocks the view for cars coming out of High Paull (email to CF from Streetscene to ask for site meeting 7/10/23) Invite to PPC meetings to include new ward councillor, and PC Crosse
Continuing Matters : Financial Regulations draft document and Standing Orders draft document-Cllrs Shaw and Lowde to look at changes, email out to councillors-also emergency funding for the clerk-how much? All to be discussed and adopted at October meeting-deferred to November meeting in Cllr Lowde’s absence Sanctuary Bank-further meeting to be arranged between EA, DH, and a group of councillors, to confirm the definite sitings (with no cost to the parish council) the benches are being kindly stored in the shipyard, Cllr Annison can move them, working group to assist DH in the assembling—will there be an unveiling ceremony? New meeting date tba by EA Emergency Plan-Cllr Shaw-received by clerk to send in to ERYC Remembrance Sunday-12th November-all arranged, Cllr Beadle has the flagpole, needs painting (by kind courtesy of the shipyard) and is checking the trees at the cenotaph. Logging PPC assets regularly- information to clerk of woods (Cllr Leach) but please could everyone be vigilant and flag any problems they see as soon as possible to the clerk Lane and woods-Community payback have done a wonderful job, and will continue at intervals. MC will roller the lane, we have had deliveries of skelpings to the carpark (by kind permission of TW), Cllr Lowde has marked off an area for storage CCTV carpark-2 now sited at the end of the lane near the carpark, signage delivered, also signs for each of the gates on the playpark Planning application Fort Paull-no updates-continue to monitor closely Give way signs at the T junction- we have the job schedule, should have been completed by 2/10/23 (clerk contacted ERYC again as the sign has now snapped off 7/10/23) YEP-Cllrs Shaw and Hulme attended and gave an update-electrical connection to the site is a massive long-term problem MS3-monitor closely Holderness Health Forum-Cllr Shaw attended-very poor attendance, recruitment of dispensers still a difficulty, problems having sufficient medication stock, also the message does not seem to have cascaded that that it is no longer needed to ring at 8am??? ROSPA- everyone has had a copy of the September visit, Cllr Shaw felt that there was nothing urgent to address ABP/HIEP-several councillors attended the consultation meeting 4/10/23 in the village hall (clerk had spoken to CB at Montague-Evans 2/10/23 to inform that the village had only just received the flyer invite for 4/10/23 in a bundle of adverts on 2/10/23) information and comments were shared, it was felt that again that differing information had been given. Huge concerns re disruption for villagers wanting to access Saltend roundabout if the lights (to be managed by ERYC??) were stopping for 3minutes 30 seconds with a 5 minutes gap to the next red light, should they start moving turbine uprights? and blades? on slow moving vehicles through the centre of the Pensana sight to the far end of the development. Is Pensana still going ahead? Is there problems getting the electrical connection also a problem with the HIEP site? Part of the site could be used for Hydrogen reformers which would be a massive infrastructure behind Newton Garth??(out to consultation-ABP or Aldbrough) Need to ensure that the green belt of non-development near the village remains so. *NEED TO RESPOND TO THE ABP CONSULTATION*
