4.       Matters Arising Therefrom

·         Thanks to Cllr Woodmansey and Mrs L Farmer for judging at the Thorngumbald Allotments

·         Sing and Sign classes- Cllr Lowde liaising with the tutor

·         Draft Local Plan, closing date August—nothing in about Paull, but needs reading as there could be external influences that could affect Paull—-zoom meetings dates received and emailed to Cllr Shaw on 2/7/21

·         Holderness Lions offer of help at the car boot, Cllr Lowde liaising-any further offers of help gratefully received-6.30am-7am start Saturday, 3 July 2021-weather permitting

·         Horses on the footpath Anson Villas- dealt with by Cllr Allen, signs due to be put in place-Cllr Shaw

·         Highways- road edges at Boreas Hill sorted by ERYC, flooding outside the Humber Tavern-the work is scheduled to be completed before the winter-many thanks to Cllr Winter for his support

·         Playpark—site meeting arranged for 10am, Tuesday 13 July 2021 to look at funding/equipment for toddlers

·         Garages land has been offered to the school, ERYC will keep PPC updated

·         Clerk salary and cemetery work discussed (clerk and ward councillors left the room) unanimous vote to increase the salary and cemetery pay, clerk to include as an agenda item on AGM agenda each year

·         Clerk to compare other cemetery burial costs and report to councillors

·         Hydrogen plant units-where will the site be? Will tie in with CO2 capture systems and Saltend Cogeneration

 

 

 

 

 

 

 

 

 

5.    Continuing Matters :

 

·    ABP- still no communication, Cllr Steel will investigate, Clerk to continue to liaise with our neighbouring clerks 

·  Planning application The Crown Inn—long discussion around PPC objection in its current format, noting the huge objections to the Crown demolition- will this now be changed into houses with the ground floor as garages/storage? Possibly a new, revised application to be submitted- if so, could there be a site meeting between planning officers and local councillors? Will any new plan for new houses in Main Street have to include garage and storage on the ground floor? Has the new sea defences not alleviated the flood risk in the village? Is there a consistency of approach to planning?

 

 

 

 

 

 

 

 

 

6.    Correspondence



a.  Fort Paull-Planning application 21/01700/PLF for 64 plot trailer site and the re-opening of a Heritage Centre. Plans submitted by B Rushworth, noted that the drawings name Flannigan Estates. Comments to ERYC by 9 July 2021. Councillors voted unanimously to object.

b.  Police Surgery- outside Paull Village Hall on Monday, 5th July 2021, 1900-2000 hours

c.  Email from J Dennis regarding ward councillors attending parish meetings- noted- ward councillors were informed they were both welcome to all PPC meetings

d.  Myjobcoach posters- circulated and to go in the parish notice board

e.  Community Tree Fund- closing date 31/8/21—Where would we plant? Cllr Hulme will speak to his colleague at Hull City Council, native trees would be better in what is now becoming a sycamore wood. Cllr Hodgson will pass information to the primary school.

f.   EY bus letter-emailed out previously-noted

g.  OPCC- redundancies letter-noted. PCC public survey- councillors asked to complete-closing date 11/7/21

h.  National Highways and Public Transport survey-emailed to Cllr Shaw for him to complete

i.    Proposed Boundary Changes consultation- no formal information received, SW Holderness would go into East Hull. Nothing known as yet, Graham Stewart is actively involved, neighbouring parish councils to set up a working party.

Environment Agency : despite several meetings with the EA and Yorkshire Wildlife Trust in the past, there has not been a way forward regarding the wildlife sanctuary near the gas works—Discussed the terrible access to the bank, no disabled access, no bridge or steps—which seem to be desperately needed, constantly inaccessible. i. Community Recreation area: gate off and post broken, DH has removed to repair and replace. Queries regarding the tolerance level on splits on the wood of some of the existing equipment? Will ask ERYC representatives if they have advice when they visit 13 July. ROSPA annual visit usually around September

j. Road Safety / Highways: road edge breaking away opposite Newton Garth, also large pothole near the Vicarage and Bulk Storage—clerk reported to ERYC 2/7/21, and spoke to Highways at ERYC

 

k. Emergency: Emergency Plan updated by Cllr Shaw -needs a copy to go to ERYC

l. Transport: information emailed out and to KF

9.           Any Questions:

Spoil placed on other graves, no boards? Clerk spoken to the grave digging company; the spoil is always placed carefully on large squares of ‘curtain side material’ on any adjoining graves. It is only placed directly onto the ground if the adjoining land has not been used. He explained that they take the utmost care and always leave it immaculate.

 

Continuing problems at the car park early mornings, late evenings. Traffic problems continue down Back Lane making it very difficult for lorries to get through-on occasion having to use the pavement—concern that more heavy goods are using Main Street passing the primary school. Text sent 2/7/21/to PC Munro, also include when completing the PCC survey. It was stressed that these all need reporting in on 101, which then identifies where problems are and resources needed.

 

Bus shelter by the Humber Tavern, the end has blown out and pulled the threads out. Cllr Hulme and Cllr Lowde have moved it for safety, Cllr Hulme will make contact with a colleague to see if he can repair.

 

Informed by Cllr Winter that there are changes to the bin collection days starting w/c 19 July 2021, also as from 1st October 2021 you will need proof of identity to use the tips in the East Riding. Letters will be sent to every household to inform.
